AFMC Pune: AIQ vs paid NRI vs cadet seats

Armed Forces Medical College trains medical cadets for the Armed Forces Medical Services. USA parents often say “NRI quota” when they mean a paid seat, and “AIQ” when they mean any MCC seat. Those are not the same door - and AFMC is a third path again.

AFMC has no paid NRI quota. All India Quota (AIQ) is usually about 15% of seats in the central MCC pool on NEET merit - not a seat reserved only for NRIs. JIPMER withdrew a past NRI row and now runs MCC Open counselling at a published academic fee. AFMC never sold a paid NRI package. Shortlisting ends in Armed Forces screening and service liability.

Do not mix these words

AIQ, paid NRI quota, and AFMC are three different products

On USA counselling calls, “NRI quota” is often used as shorthand for any paid overseas seat. “AIQ” is often used as shorthand for any MCC login. We keep the legal meanings separate before you put AFMC on a shortlist.

Path 1 · AIQ All India Quota

Usually about 15% of seats from participating medical colleges, pooled centrally and filled through MCC on NEET rank under government rules for that year.

  • Not a seat reserved only for NRI or OCI students
  • Eligible candidates compete on merit (subject to that year’s category rules)
  • Fee is the normal government / institute academic fee when you allot - not a deemed USD NRI bill
  • Common backup when AFMC citizenship or bond is not a fit
Path 2 · Paid NRI Paid NRI quota

A separate NRI / OCI / sponsored category on campuses that publish that row (many deemed and some state private colleges). Fees are much higher and often quoted in USD or large INR totals.

  • This is what families usually mean by a “paid NRI seat”
  • Needs the correct MCC or state portal for that campus
  • AFMC does not offer this regular paid NRI row
  • Do not use AFMC language when budgeting a Chettinad or SRM-style NRI fee
Path 3 · AFMC AFMC medical cadet seat

DGHS/MCC AFMC registration after NEET, then ToELR, PAT, interview, Armed Forces medical board, and a service bond. Built to commission doctors into AFMS - not to sell a civilian NRI package.

  • No regular paid NRI quota
  • Not the same as picking a state GMC AIQ row on the MCC matrix
  • Citizenship and fitness rules are stricter than a normal AIQ choice
  • Up to five government-sponsored foreign places are program seats, not open NRI quota

What to do this week: write three columns on one sheet - AIQ government names your rank might reach, paid NRI campuses you can fund, and AFMC only if citizenship and bond are acceptable. Mixing the three words into one plan is how USA families lose counselling rounds.

Citizenship first

Can an NRI or OCI student apply to AFMC Pune?

On counselling calls, this is the question that saves or wastes a year of hope. Residence in California or New Jersey does not create an AFMC NRI category.

Lane A Indian citizen living in the USA

May be considered if age, subjects, single status, NEET, and Armed Forces medical rules are met. Living abroad does not invent a separate fee row.

Lane B US citizen with OCI only

OCI alone does not satisfy the normal citizenship condition. Get an official eligibility read before you treat AFMC as Plan A.

Lane C Foreign national of Indian origin

May be considered after Indian citizenship or an MHA eligibility certificate. A foreign passport plus Indian ancestry is not enough by itself.

Government-sponsored foreign students: up to five places may be filled under Government of India programs with friendly countries. Those seats are not open NRI quota seats you fill like a deemed MCC NRI choice.

Admission path

NEET is only the first gate at AFMC

  1. Clear NEET-UG with a score that can compete for AFMC shortlisting among registered applicants.
  2. Register for AFMC on the DGHS/MCC window. Ordinary MCC choice filling alone is not the full AFMC file.
  3. Watch the shortlist of NEET roll numbers called to Pune.
  4. Report for screening - ToELR, PAT, interview, and Armed Forces medical examination.
  5. Final merit and waiting lists are prepared separately for boys and girls.
  6. Document scrutiny, admission formalities, and the service bond close the seat.

Travel from the USA: do not wait for the shortlist email to start passport, transcript, and ticket planning. AFMC does not normally move screening dates for overseas convenience except as the live notice allows.

Screening in Pune

ToELR, PAT, interview, and the medical board

About 2,000 candidates may be called on the last published pattern: around 1,600 boys and 400 girls, drawn from NEET merit among AFMC registrants.

01 ToELR

40 MCQs, 80 marks, 30 minutes. Minus 0.5 for a wrong answer. Added with NEET for the written score.

02 Written score

(NEET score + ToELR score) ÷ 4, producing a score out of 200.

03 Interview

50 marks on subjects, awareness, interests, communication, and personality. Added for final merit.

04 PAT

Psychological Assessment Test. Qualifying only. PAT marks are not added to final merit.

05 Medical board

Armed Forces medical board at AFMC Pune. Unfit candidates do not enter the final merit list.

06 No temporary unfit

AFMC has no temporary-unfit category in the final process. An Appeal Medical Board request is generally within 24 hours of the unfit declaration, as the notice allows.

OCI card in New Jersey is not an AFMC ticket

Citizenship and quota words

A Grade 11 student in New Jersey holds a US passport and an OCI card. The parents saw “AFMC NRI seats” on a third-party site and also assumed AIQ meant “any NRI-friendly MCC seat.”

We stopped the AFMC-only track the same week. OCI alone does not meet the normal Indian-citizenship rule, AFMC has no paid NRI fee door, and AIQ remains a separate merit pool of about 15% central seats - not a paid NRI category. Until citizenship eligibility is confirmed against the live brochure, the family keeps parallel doors open: AIQ government names the rank might reach, and real paid NRI rows at deemed or state private colleges. AFMC stays on the list only if citizenship and bond clear.

Questions USA parents ask about AFMC

Does AFMC Pune have an NRI quota?

No. AFMC does not offer a regular paid NRI quota. Up to five government-sponsored foreign student places exist under Government of India programs. Those are not open NRI seats.

Is All India Quota (AIQ) the same as NRI quota?

No. AIQ is usually about 15% of seats in the central MCC pool, filled on NEET merit under government rules. It is not reserved only for NRI students. Paid NRI quota is a separate, higher-fee category where a college notifies that row. AFMC has no paid NRI row, and its cadet path is not the same as locking a state GMC AIQ choice.

Should we keep an AIQ plan if AFMC is the dream college?

Yes, for most USA families. AFMC needs citizenship clearance, screening, and bond acceptance. Keep a parallel AIQ or paid NRI shortlist so one closed door does not end the counselling year.

Can a US citizen with an OCI card apply?

OCI alone does not meet the normal Indian-citizenship requirement. A foreign national of Indian origin may be considered after acquiring Indian citizenship or receiving an MHA eligibility certificate. Confirm the live brochure.

How many MBBS seats were last published?

145 regular medical-cadet seats: 115 for boys and 30 for girls. Up to 10 seats within the 145 are for eligible SC/ST candidates. Recheck the live notice for your year.

What is the AFMC fee for NRI students?

There is no separate regular NRI fee because there is no NRI quota. Payable charges appear in joining instructions released with the merit and waiting lists.

Is NEET enough for AFMC admission?

No. NEET is the first stage. Shortlisted candidates must complete ToELR, PAT, interview, and the Armed Forces medical examination at AFMC Pune.

What academic marks are required?

First-attempt pass with at least 60% aggregate in Physics, Chemistry and Biology/Biotechnology, at least 50% in each science subject and in English, plus Class 10 Mathematics, as last published in the 2026 brochure.

What is the service bond?

Parents or guardians sign a ₹71 lakh bond at admission. SSC officers passing out of AFMC have a seven-year AFMS service liability under the 2026 brochure.

What NEET score guarantees AFMC?

AFMC does not publish one permanent guaranteed score. Shortlisting moves with the NEET pool, gender-wise competition, and how many candidates registered for AFMC that year.
