For an NRI family living in the USA, the phrase “lowest MBBS fees in India” can mean very different things depending on the admission route. If an NRI student earns a regular government seat through open merit or the All India Quota, the student can generally pay the normal subsidized college fee. An NRI quota seat, on the other hand, normally comes with a separate fee structure that is considerably higher.
If keeping the overall MBBS cost under control is the priority, look at the seat route, annual tuition, number of payable installments, hostel cost and counselling authority together rather than making a decision from one dollar figure. For the broader admission picture, read our MBBS in India for NRI students from the USA guide.
If an eligible NRI student earns an open-merit government seat, the normal government-college fee generally applies. This is not an NRI-reserved seat, so the NEET rank needed is usually far more competitive.
The latest published Himachal Pradesh government MBBS prospectus reviewed for this update lists US$20,000 per annum for NRI MBBS candidates admitted to government institutions.
Private and deemed routes open up more NRI-seat choices, but the cost can increase quickly. What matters most is the full payable course fee, not only the first-year number.
Before you start shortlisting colleges, first confirm whether your child will apply as an NRI, OCI, foreign national or under another eligible category. Students completing high school in the U.S. should also review the subject and equivalence rules in our NEET eligibility guide for NRI and OCI students.
| Admission Route | What It Means | Typical Fee Position | Competition | Counselling |
|---|---|---|---|---|
| Regular Government / AIQ | The student competes for an open government seat rather than a seat reserved specifically for NRIs. | Usually the lowest | Very high | MCC / applicable state route |
| Government / Govt-Society NRI Seat | A separate NRI category that is offered only by certain states or institutions. | Often lower than many private or deemed NRI seats | Limited seats | State counselling in most cases |
| Private NRI Quota | NRI-category seats offered by private or self-financing medical colleges. | Moderate to high | Varies by state and college | State counselling |
| Deemed University NRI | NRI seats offered by deemed universities through centralized counselling. | Often high; the total course fee matters more than one installment | Varies by college and round | MCC |
If you are comparing MBBS costs from the United States, it is usually better to look at verified lower-cost NRI routes first. Private and deemed university options can be kept as the next layer of the shortlist, especially when the student’s NEET rank, eligibility, preferred state, or available seats make those choices more suitable.
| # | Medical College | State | Route | Latest Fee Reference | Budget Note |
|---|---|---|---|---|---|
| 1 | Indira Gandhi Medical College, Shimla | Himachal Pradesh | Govt NRI | US$20,000/year | One of the more affordable government NRI options worth putting on the initial shortlist |
| 2 | Dr. Rajendra Prasad Govt. Medical College, Tanda | Himachal Pradesh | Govt NRI | US$20,000/year | Covered under the same Himachal Pradesh government NRI fee framework |
| 3 | Shri Lal Bahadur Shastri GMC, Mandi | Himachal Pradesh | Govt NRI | US$20,000/year | The NRI fee is comparatively low, but the number of available seats is limited |
| 4 | Dr. Radhakrishnan GMC, Hamirpur | Himachal Pradesh | Govt NRI | US$20,000/year | Check the latest NRI eligibility order before placing this college high in your preference list |
| 5 | Pt. Jawahar Lal Nehru GMC, Chamba | Himachal Pradesh | Govt NRI | US$20,000/year | A sensible option to review if keeping the overall tuition burden lower is a priority |
| 6 | Dr. Y.S. Parmar GMC, Nahan | Himachal Pradesh | Govt NRI | US$20,000/year | Follows the same state NRI fee structure as the other listed government colleges |
| 7 | GMERS Medical College, Sola | Gujarat | Govt-society NRI | US$25,000/year | A useful recent fee reference, although the 2026-27 counselling notice should still be checked before making a decision |
| 8 | GMERS Medical College, Gotri | Gujarat | Govt-society NRI | US$25,000/year | Compare its current NRI seat availability with the other GMERS colleges before deciding the final order |
| 9 | GMERS Medical College, Himmatnagar | Gujarat | Govt-society NRI | US$25,000/year | A useful reference point when comparing the cost of different Gujarat NRI choices |
| 10 | GMERS Medical College, Rajpipla | Gujarat | Govt-society NRI | US$25,000/year | Check the latest seat matrix as well as the payment schedule before treating it as a final choice |

Government medical colleges can bring the overall MBBS cost down considerably, but families need to understand which type of seat they are looking at. A regular government seat is charged at the standard college fee, while some government colleges separately offer seats under an NRI category. These are not the same route, and many government medical colleges do not offer an NRI quota at all.
In the latest state prospectus reviewed for this page, the NRI MBBS fee for admission to government institutions is listed at US$20,000 per annum.
One point worth checking carefully is the installment pattern. The prospectus lists the payable years separately, so it is better to calculate the total from those installments instead of simply multiplying the annual fee by 4.5.
GMERS colleges often come up in NRI family shortlists because their tuition can work out lower than many premium private or deemed university options. Recent NRI fee references are around US$25,000 per year.
Before making a final choice during Gujarat counselling, check the current-year seat distribution as well as the latest published fee notice.
Here are a few of the app features that can help with planning and preparation.
Private NRI fees can vary quite a bit from one state to another, so a nationwide list of the “cheapest private medical colleges” can become outdated very quickly. A better way to shortlist is to begin with states that publish regulated NRI fee structures, and then check the latest seat matrix and fee notice for each college you are considering.
| Private NRI Option | Current Planning Reference | Why It Matters | What Parents Should Verify |
|---|---|---|---|
| Kerala self-financing NRI seats | A recent official 2026-27 order for PIMS Palakkad lists the NRI tuition at ₹21,65,720/year. | It is a good example of how regulated private-college fees in some states can remain noticeably lower than premium deemed-university fees. | Check the college-specific fee order, the NRI category list and the latest CEE seat matrix. |
| Gujarat self-financing / society colleges | The fee depends on the institute. Some NRI seats are quoted in USD, while others are shown in INR. | Gujarat tends to offer a wider pool of NRI seats, which is why it often finds a place on the shortlist of families living overseas. | Review the latest ACPUGMEC tuition list, the number of NRI seats and any rules related to seat conversion. |
| Andhra Pradesh / Telangana Category-C style seats | In many cases, these seats cost more than the lower-fee benchmarks seen in Himachal Pradesh and Gujarat. | They can give families access to a larger set of colleges, but that does not necessarily make them the most economical option. | Check the latest Category-C/NRI fee notification along with the current state counselling rules. |
If you want to compare more states and individual colleges, see our NRI quota fees in private medical colleges guide. This page is mainly about finding lower-cost routes, while the linked guide gives a broader view of private medical college NRI fees.
Deemed universities give families access to a much wider pool of colleges through MCC, but they are usually not where you find the lowest NRI MBBS fees. One mistake I often see is parents comparing the first installment at a deemed university with the full-course cost quoted by another college. That can make the cheaper option look more expensive than it really is.
| Deemed Medical College | 2026-27 First Installment | 2026-27 Total Listed Fee | Cost Reading |
|---|---|---|---|
| Kasturba Medical College, Mangalore | US$37,150 | US$148,000 | In the same 2026-27 NRI fee schedule, this comes out lower than KMC Manipal. |
| Yenepoya Medical College, Mangalore | US$50,000 | US$194,000 | The official 2026-27 fee schedule is split into five installments. The NRI fee note also includes accommodation, food and AC, which should be kept in mind when comparing the total cost. |
| Kasturba Medical College, Manipal | US$49,450 | US$197,200 | This sits at the premium end of the comparison. The extra cost should be weighed against factors such as reputation, location and overall fit rather than assuming both KMC campuses are priced alike. |
This is a planning visual, not a universal fee scale. Actual tuition depends on the college, seat category and counselling year.
There is no one “cheapest state” that works for every NRI student. The answer depends on the family’s eligibility for that state’s NRI category, the type of college involved and the number of NRI seats available in the relevant counselling round.
| State | Low-Cost NRI Route | Useful Fee Benchmark | Best For | Watch Out For |
|---|---|---|---|---|
| Himachal Pradesh | Selected government NRI seats | US$20,000/year in the latest published government prospectus reviewed here | Families whose first priority is keeping NRI tuition lower | A limited NRI seat pool and state-specific eligibility priorities |
| Gujarat | GMERS / government-society and private NRI seats | GMERS planning reference around US$25,000/year | Families looking for more NRI options than a small government-seat pool can offer | College-wise fees and any applicable seat-conversion rules |
| Kerala | Private self-financing NRI seats | Representative official 2026-27 order: ₹21,65,720/year at PIMS Palakkad | Families who prefer a regulated private NRI fee structure | A government seat does not become an “NRI quota” seat simply because the candidate is an NRI |
| Andhra Pradesh / Telangana | Private NRI / Category-C seats | Usually above the lowest Himachal Pradesh and Gujarat benchmarks | Families that need a broader private-college choice set | Avoid relying on old dollar conversions; use the current state notification |

Tuition is only one part of the family budget. For parents in New Jersey, Texas, California or elsewhere in the U.S., the number that really helps when comparing Indian medical colleges is the total cash commitment through graduation.
Work from the college’s complete installment schedule instead of relying on one “annual” estimate.
Confirm whether hostel and food are included, compulsory or charged separately.
Security deposits, admission charges, university fees, lab charges and other one-time costs can noticeably change the first-year outlay.
Keep a separate buffer for NEET travel, counselling or reporting trips, currency conversion and any unexpected USA-India travel.
For a wider cost breakdown for NRI, OCI and PIO students, see medical college fees in India for NRIs, OCIs and PIOs.
Starting with a realistic budget can save a family weeks of unnecessary research. Treat the bands below as planning ranges, not guaranteed admission brackets, because NEET rank, eligibility, seat availability and current-year fees still determine what is actually possible.
At this level, the main focus should be regular government or open-merit seats. Dedicated NRI-quota options with a total tuition this low are uncommon.
Selected government NRI seats, along with some government-society or state-regulated options, become more realistic in this range.
This budget allows the shortlist to include more private colleges and selected deemed NRI options.
Premium deemed universities and higher-fee NRI programs come into the picture here, but the extra cost should be weighed against clinical exposure, location and overall fit.
| NEET Position | First Route to Check | Backup Route | Budget Logic |
|---|---|---|---|
| Very competitive rank | Regular government / AIQ | Selected govt NRI seats | Check the open-merit route before committing to NRI-quota tuition. |
| Competitive but not enough for preferred AIQ college | Government / govt-society NRI choices | Regulated private NRI seats | This is the stage where Himachal Pradesh, Gujarat and selected state routes are worth comparing closely. |
| Wider rank range | Private NRI seats | Deemed NRI seats | Decide the maximum total budget before choice filling, so an expensive allotment does not leave the family making a rushed decision. |
If you already know the NEET score, rank or expected range, use our medical colleges for NRI students based on NEET score guide to turn a broad fee list into a more realistic college shortlist.
A low-fee college only matters if the student is participating in the right counselling pool. MCC has issued a 2026-27 public notice on NRI candidature, while many government-society and private NRI seats remain under state counselling. Families in the U.S. therefore need to follow both the national process and the relevant state process.
This matters for AIQ and deemed-university counselling. Confirm the NRI candidature requirements before assuming a deemed NRI seat fits the student’s profile.
This is where many government NRI, GMERS/government-society and private NRI seats are allotted. Document requirements and NRI priority rules can vary from one state to another.
Fee-payment and original-document reporting windows can be tight. Families travelling from the U.S. should understand the allotment and reporting schedule before booking non-refundable travel.
Read the current NEET NRI counselling 2026 guide for U.S. families and the latest NRI sponsorship and document rules before documents are uploaded or any seat fee is paid.

In general, the lower the fee target, the stronger the NEET rank needs to be. A student aiming for a regular government seat or one of the limited lower-fee NRI options should prepare for a comfortable score margin rather than planning around the minimum qualifying mark.
| Course | Best Fit | Duration / Study Support | Listed Fee |
|---|---|---|---|
| NEET 2-Year Preparation | Grade 11 NRI students in the USA | 2 years / about 800 hours | US$4,267 |
| NEET 1-Year Preparation | Grade 12 students or those following a focused one-year plan | 1 year / about 450 hours | US$2,136 |
| NEET Foundation Course | Early-stage NRI students | Students starting foundation preparation before senior high school | US$1,600 |
| NEET Online Test Series | Students who need more exam-style practice, testing and performance analysis | Syllabus-based testing | US$56.31 |
We first separate regular AIQ, state NRI, private NRI and deemed NRI routes. That prevents families from comparing fees that belong to completely different seat categories.
The college shortlist is built around the family’s total tuition ceiling, rather than an attractive first-year figure that may hide the full cost.
Before choice filling, the student’s score or rank is matched with realistic college categories and sensible backup routes.
U.S. transcripts, passport or OCI/NRI documents, equivalence requirements and counselling deadlines are checked before the family reaches the payment stage.
Share the expected NEET score or rank, NRI/OCI category, preferred states and maximum tuition budget. A shortlist can then be built around realistic counselling routes instead of a generic list of “cheap” colleges.
